It was built in 2005-2008. The architects are A. Avagyan and A. Papazyan. It was built and furnished with the donation of American-based philanthropists Nazar and Artemis Nazaryan.
It is located on the northwest side of the Residence. The structure is two-story, has a basement and an attic. The basement is allocated for storage, archive and engineering equipment. On the south side of the basement there is an underpass leading to the Residence.
